Philippine Chapter

Julie is the Founder and the current Chair of PICQS. Outside of PICQS, Julie is an Arcadis GEC Director, an ICMS Trustee and elected General Secretary and AIQS IC Councilor for the Philippines.Julie is also a Trainer of the PICQS Structured Training Program and a lecturer at PIBE, Mentor under PICQS Mentor Scheme, CPD Speaker at various events and an RICS article contributor.Julie was responsible for driving aggressive programs and has launched affordable training programs, QS Ambassador scheme, published QS materials and arranged for the conduct of CPDs across all chapters.Julie was responsible for getting ICEC accreditation of the PICQS APC Training program, the reciprocity agreement with the AIQS and the PRC CPD Accreditation, being recognized by the Pacific Asia Quantity Surveyors (PAQS) as an Associate Member to open opportunity for Filipino QS to interact and share knowledge with other member organizations. Responsible for forming Memorandum of Understanding between PICQS and the largest Quantity Surveying organizations like RICS, AIQS, NZIQS, CIQS, SISV, Puja and IQSI.

Julie was a Walfords Prize Winner for Best Student of the Year in QS Division and graduated with Merit at College of Estate Management, a winner of the AIQS Infinite Value Award for the category ‘Women in Construction’, winner of the ‘Brookfield Multiplex Professional of the Year’ award, winner of the CEM Alumni of the Year Award, winner of the ICEC Region 4 Director’s award, the Arcadian of the Year Award and a highly commended for Arcadian of the Quarter Award.


Philippine Chapter

Jessica was previously a Director (Vice President) at Arcadis Philippines Inc. incorporating Langdon and Seah, Philippines. She has 24 years of solid and extensive experience gained from Quantity Surveying firms and knowledge in all aspects of pre and post contract duties, which includes estimating, cost planning, tendering, preparation of Contracts, valuation, change management up to finalization of accounts and providing advice on contractual claims for a wide variety of projects with a broad base of sector experience in residential, retail, hotels, education and infrastructure and have experience in a diversified market working in the Philippines.

She started as an Assistant Quantity Surveyor and rose from the ranks having been promoted five times in a span of ten (10) years. In 2017, she was promoted to Vice President. She had ten (10) years broad base of experience and was in charge of the Bill of Quantities Department managing 70 staff and another 10 years in Post Contract Department managing a team of project surveyors on various projects.

Jessica joined BK Asia Pacific, Inc. for almost four ( 4 ) years as a Senior Manager for Quantity Surveying Division. Currently, she is a part timer Trainer in Philippine Institute of Built Environment (PIBE) Inc, the first QS school in the Philippines. She is also the Philippine Chapter President of Philippine Institute of Certified Quantity Surveyors PICQS.


Philippine Chapter

Corporate Member, BSc CE, MRICS

Joel is a licensed Civil Engineer who earned his degree at Adamson University in Manila.  He earned his membership at RICS in 2013 as MRICS.  He was upgraded to Corporate Member at PICQS after he earned his membership at RICS.   He is a regular trainer at PICQS and a regular educator at Philippine Institute of Built Environment (PIBE).

He started his career in quantity surveying in 1994 in a steel fabrication company named Grandspan Development Corporation.  He moved to a Design and Construction Management company, RN Ferrer & Associates in 1995 and joined Davis Langdon & Seah Philippines, Inc. in 1997 as Quantity Surveyor and rose from the rank to Vice President in 2013 under the new company name Langdon & Seah Philippines, Inc.  Joel hold the position of Vice President until 2017 under the new company name – Arcadis Philippines, Inc. (API).

He joined equally experienced colleagues at a new company called METRIQS when he separated from API in 2017.  He currently holds the position of Director at the new company.


UAE Chapter

Corporate Member, BSc CE, MAIQS, Assoc RICS

Nimfa is a Civil Engineer by profession and a practicing Quantity Surveyor.

Nimfa has over 25 years experience in the construction industry. She worked for Davis Langdon and Seah Malaysia and Philippines. She was the Assistant Vice President before she was employed by EC Harris International (now Arcadis) as Cost Consultant. Some of her famous projects include the  Al Raha Beach Development and the Central Market (World Trade Centre in Abu Dhabi. Her current project, the Dubai Creek Harbor, is another strong addition to her wide portfolio.

Nimfa is a Founding Member of PICQS and a key contributor during the formation and early stages of PICQS. She was the first UAE Chapter President and served for 3 consecutive terms until 2016. Her support for PICQS did not end with her term as she wholeheartedly offered her assistance as the Adviser for UAE Chapter.


UAE Chapter

Probationer Member, BSc CE, Assoc RICS

Marlene is a Civil Engineer by profession and a practicing Quantity Surveyor.

Before joining BK Asia Pacific (Philippines) Inc. as Sr. Manager in May 2018, Marlene has worked in Dubai for 12 years. She was a Sr. Contracts Manager at Meraas Holding for 3 years, a Sr. QS at Nakheel Holdings for 4 years. She also had stints as Sr. QS for Parsons Overseas, Sama Contracting and as a QS with Dutco Balfour Beatty. While in Dubai, she handled prestigious projects such as, the Dubai Mall, Dubai Metro and the La Mer Projects among others.

She joined PICQS as a founding member in 2011 and served as the Knowledge Committee Head in the UAE Chapter from 2014 to 2017. She is currently the president of the UAE Chapter and has helped in spearheading the chapter’s growth along with its chapter officers.

She is a widely experienced Civil Engineer/ Quantity Surveyor with over 35 years post qualification experience in Construction, Pre and Post Contract Management including change management, Project Financial Management & Cost Control, Cost Planning, Procurement & Tendering and claim evaluation, responsible for the management of external consultants and vendors. She handled different projects which includes high and medium rise commercial & residential buildings, hotels, infrastructure and reclamation works. She worked with almost all of the stakeholders in the construction industry, the government, client, consultants and contractors.

She was an active member of the Digerati Toastmaster’s Club – Dubai from 2011 to April 2017 and served as the club secretary for the year 2013-2014.

Enrico John Nino G. Chavez

UAE Chapter

Corporate Member, BSc CE, MRICS, MCIOB

John has over 15 years’ of experience in construction and engineering. He is currently working as an Associate with Linesight (since October 2015). John’s experience spans a range of sectors, such as healthcare, hospitality, education, residential, aviation, leisure and retail. Some of his high profile projects that include the Cleveland Clinic Abu Dhabi, W Hotel, Abu Dhabi Westin Resort Hotel and Ferrari World.

John is currently the Head of PICQS’ Standard Setting Committee, established and currently working towards updating the training guidelines and materials for P3T, PAP1, GaMP and PAP2 to suit our own APC plan. He is an active trainer in the UAE, and was also been invited as a Speaker in other PICQS Chapters.

Apart from being a Chartered Surveyor (MRICS), Chartered Builder (MCIOB), Corporate Member and Centralized Committee Head of PICQS, John is also a licensed Civil Engineer in the Philippines.

Member of the Royal Institution of Chartered Surveyors UK 2014 to date.

Member of the PICQS (Probationer in 2011 and Corporate Grade from 2014 to date). A Professional Civil Engineer, Cost Manager and UK Chartered Quantity Surveyor with a successful history in Project Management, Contract Management and Cost Management/Quantity Surveying in the Philippines and the Kingdom of Bahrain. Specializing in pre-tender works, pre-contract and post-contract cost management. More than 33 years of experience in the construction industry with expertise across a wide range of projects for Private and Government Clients.

Currently employed as Senior Quantity Surveyor/Senior Cost Manager at AECOM Middle East Bahrain Office.

Lilian Castillo-Geron

UAE Chapter


Lilian is a Chartered Surveyor with 19 years of professional experience in the field of construction industry. She is also a Licensed Civil Engineer.

Her expertise includes Cost Engineering and Quantity Surveying. She has been employed as Senior Quantity Surveyor at Omnium International Ltd. (Dubai Branch). She can handle both pre-contract and post-contract administration of numerous construction projects. She is adaptable and dynamic.

She is very fond of working with team players who are committed in achieving a common objective. She is not just a proud founder member, but she is also an active trainer in PICQS.
